Why can't I enter exceptions into Offline Web Content And User Data interface?

I'm in the Advanced>Network tab, and I'm trying to enter an exception in the 'ask me before allowing offline content to be stored' box, but even though the popup comes up where I should enter the site url as an exception, it doesn't allow me to type in the box in any way, nor to paste a copied url.

Why have this here if I can't enter information into it?

Are you using the Private Browsing feature? Turn it off.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

You can only remove websites that are currently allowed from that window. Firefox will ask for confirmation if a website want to store data for offline use although small amounts might be stored without asking.

You can inspect the permissions in "Tools > Page Info > Permissions" for a specific website.

Note that the application cache is hardly used by a website to store content offline.
