When in the browser I can set app tabs but after I close the browser they are cleared and do not show up when I reopen the browser. What do I need to do to keep them there?n

Also, when I do the List tabs, the tabs show below it but do not come up on a group screen. When I hit the group your tabs button I can name a new group but am unable to put any tabs into that group. The tab icons(not web pages) are at the right side of the new group but I am not able to do anything with them.

Summary:

I am unable to have app tabs saved
I am unable to group the tabs I make

Are you clearing your recent history when you close Firefox?

Firefox stores App Tabs and tab group details in the same file that stores details of browsing sessions. Make sure that you have not set Firefox to delete browsing history. For details of the setting to check see https://support.mozilla.com/kb/Clear+Recent+History

I am using permanent private browsing. Why have such a feature if what it does is prevents you from using the apps tab feature? Maybe the apps should be put into a separate file so that it is not deleted when the session ends. Just a thought.
