if you wish to disable Pop-ups, you can follow these instructions: Type about:config in the address bar Search dom.disable_open_during_load and set it to false To re-enable the Pop-up blocker, set dom.disable_open_during_load to true

I do not think the OP wants to disable but is asking how to enable it, though the popup blocker should be enabled by default.
