Webpages wont fully load beyond the top of the page until i scroll down. how do i get the whole page to load?

when i open a webpage it will only load the beginning of the page but when i scroll down it starts to load the rest of the page and its crazy annoying. how do i get the whole page to load when i get to it? i have tried the settings in the options but it doesn't do anything

Is this about the part of the page that is outside of the viewing port and is reached by scrolling down or is there already content missing in the part that covers the initial window?

its the part of the page that is outside of the viewing port and reached by scrolling down. and there is not content missing it just doesn't load until i scroll down to it

Some websites that have a lot of content like images are coded that way and use JavaScript to only show the initial page.
