can't delete folders and subfolders that I manually created. keeps coming back.

Thunderbird version: 60.9.0 (64-bit) for linux Use pop-mail not imap. created folders and subfolders keeps coming back after being deleted. 1. deleted folders and sub folders, emptied the trash, compacted the trash, deleted trash and trash.msf 2. deleted foldertree. json after restart all the deleted folders and its contents are back.

Do the folders have names with periods, commas, slashes or other non-standard characters?

some have spaces and some have dashes (-) and no other characters besides alphabetic and numbers

I have done as instructions in resolution of: https://support.mozilla.org/en-US/questions/1090554. After restart the folders and sub folders do disappear however after the next restart it all comes back.

Delete the folder's mbox file and .msf file from the Mail/<popaccountname> folder in the profile folder, plus any others that have a similar name. Also, delete panacea.dat from the profile folder.
