I want to set TB up to only send email and not receive. How do I do this?
Is there a way to setup Thunderbird to only Send emails and not receive emails for the email address used? So a Send Only setup.

Doesn't make much sense to me, but you could add the account as an IMAP account, then go to Tools > Account Settings > Server Settings and uncheck the three boxes under the Server Settings section to disable automatic fetching of messages and alerts for new messages. Under Synchronisation and Storage, uncheck the box immediately under Message Synchronising. Under Disk Space, set it to synchronise the most recent 1 day. Right-click the account, select Subscribe, uncheck ALL folders except the Sent mail and Drafts folder. Note that some folders cannot be unsubscribed from, depending on your mail service provider. Those will remain subscribed to no matter what you do. Finally, go to Tools > Options > General and uncheck the options under the When new messages arrive section. After all these, you will have an account that doesn't do much fetching new messages and alerting you of the same.

The reason for this is to send from Quickbooks that is run from a remote desktop server for 14 people. They all email invoices and po's and such from QB. I don't want to store their received emails on the rdp server as they all have client pc's with Outlook where all their emails are stored. And the Thunderbird mail stores can get quite large. So the Sync most recent 1 day may do the trick.
Several versions of TB back you could setup an smtp account only and it was able to do sends only and it worked great!
TB is a great solution for QB as QB actually recognized TB's presence and allows TB to be the default email client.

You can still set up an smtp account only, but whether it will work or not, I don't know. Proceed as follows: Create a new profile and launch it, cancel the account setup wizard then go to Tools > Account Settings. Add your preferred smtp account and test it. I couldn't get Tbird to prompt for the password to use with the added account. Also, without any identities added, the Write icon remained inactive. I don't know if QB needs Tbird to have an identity set up to be able to send mails. You could also switch back to the old version of Tbird if it worked with the same version of QB as a last resort.

Are old versions of TB available?

Why not use outlook? It is actually far better at MAPI than Thunderbird is and probably will ever be. You are clearly already paying for it for your users and outlook will send without someone clicking a button.
Despite Stans suggestion, I would set up a POP account and then deliberately mess up the incoming mail server name as well as turn off all the get mail settings, that way if someone clicks get mail they will get an error message not a download. But it will send using the selected SMTP server.

Users are on perpetual Office licenses on their pc's. QuickBooks is on an RDS server as remote apps. Didn't want to pay vol license Office Pro price times 14 where it would not be used. If i installed all this today and I was using Office 365 Business on all clients then I would be home free using Outlook on the RDS.

Yes, that would work too, for example adding a dummy .local domain in front of the POP server name. Note that if you choose to use POP, then sent messages will only be stored locally on your RDS server. Make the necessary arrangments for securely storing those sent items IF you need them for future reference. If you will be using a Gmail smtp server, this is not a concern because Gmail's outgoing server automatically saves them in the remote Sent folder.
