Open the Download Manager window - - right-click that incomplete download and see if the Retry menu item is showing there and is active (not greyed-out). Click that menu item and see if that download resumes or not. The server that download was coming from needs to support the resumption of a paused or disconnected download, and I don't know how to determine that type of "support" other than trying the "Retry" button in Firefox.
