My emails sent from Thunderbird are being blocked by University of Virginia but not if sent from Office 365

I sent two emails to two different people at University of Virginia using Thunderbird from my home computer. Using my office computer I discovered they did not receive those emails. When I sent them an email from my home computer using Office 365 it went through! My contact at University of Virginia contacted their IT people. This is what they replied: Thanks for providing this information. According to a couple of tools that we use in ITS for spam/blacklisting it appears that the sender's IP address is blacklisted. There is nothing ITS can do to whitelist his address. He will need to contact his Internet Service Provider (ISP) to have his IP address removed from the blacklist.

However, when I contacted my internet provider -- Spectrum -- they told me they do not blacklist emails and suggested I contact Thunderbird. Thanks,

Thunderbird is email client software running on your computer. It does not use IP addresses or have any control over the IP address that your ISP issues you. The Spamhaus link details how to remedy the issue and it does not involve Thunderbird. Only the party that owns the IP address, your ISP, can clear it's reputation.

Tell your idiot ISP that THEY did not blacklist the IP. An outside agency, Spanhaus, did be cause of a bad reputation for junk mail.
