Download dialog box blackens for half a second, download is delayed for upto 2-3seconds
So every time I try to download from any site the download dialog box turns up but freezes for half a second. I have tried safe mode but it made no difference. No such problem happened when it was running 57.0 and started happening after I updated to 64.0.2. I continued to update hoping they have fixed it and yet it is still around on 65.0.1.

Images didn't get attached so here they are. It shows up as the black screen and then the download dialogue box(second image) shows up a second later.
Sounds like a security software is interfering with the download. Without a sample site for anyone to test the problem - that is can be problem to figure what is causing the issue.

It's not a security software since it has been all turned off. What would be a good sample site to use? The download problem happens with any form of download on any website.

If there is no way for other to replicate your problem finding a diagnosis problem is going to be hard.
