Latest update cause major stuttering on launch

Idk how you can help.

Every time I launch firefox there is noticeable lag and stuttering with my mouse movements and PC in general.

Before you say it's my themes/extensions/etc. this did not happen in the previous build and does not happen on my Linux version but that's still running the previous build. Other than the Firefox version, nothing has changed.

OS: Windows 10 Build 19043.1237

Try Windows in Safe Mode and see if you have the same issue.

Anyways, it still stutters on load.
