How do I create a mail filter rule that runs against the spam folder?
I keep getting the same spam email in my spam folder: we see you viewing porn so send us some bitcoin. I've set up a filter rule to delete the email but it doesn't seem to run against the spam folder even though I've explicitly selected that folder. If I move the email to another folder and point the rule to that folder it works as expected. Just not when it's in spam. Any way to get this to work? It's really annoying to have to keep deleting these.

If you're concerned about keeping messages in the spam folder, you could set the Retention Policy (right-click the folder, Properties) to automatically delete according to time or number of messages.
It's not so much about keeping things in the spam folder but more that I want them out before I have to see them. These are all worded almost exactly the same and recently come in once or more per day. My goal is not to know they were even there. This is what the filter would do if I could get it to work in the spam folder.
If you enable the filter log, can you see any reason why it works in another folder but not the spam folder?
No, the log shows blank when I try to run against the Spam folder. If I copy the message into the inbox and run the filter the log only shows the rule being applied to the inbox. Here's the log:
