Were you able to re-create it this way: (1) In a new tab, type or paste '''about:config''' in the address bar and press Enter/Return. Click the button accepting the risk. (2) In the search box in the page, type or paste '''ui.submenuDelay''' and pause while the list is filtered ''Assuming you see a bar with Boolean Number String:'' (3) Click Number then click the + button to create the new preference and open an editing area. (4) Type your preferred delay time in milliseconds (for example, 1000 => 1 second) and then click the blue check mark button to save the change. (Downgrading to a previous version triggers Firefox to create a new profile, so that's a different set of issues.)
