I would like to temporarily disable the password manager before the computer goes to sleep or I leave it on in an active state and walk away from it for a short time. I do not want to exit FF but would like to keep all tabs open. As of now, if the computer sleeps, and upon awaking, I try access a password protected website FF will fill in the password and will not require a Password Manager Primary password. I would like FF to require the Primary password up awaking from the sleep state, and also be able turn off the password manager while the computer is in an active state.

No such option exist that is for Windows login only. Autofill or AutoSave is enabled or disabled only. If you don't have login saves then you have to manually entered the login from wake state assuming you wrote the login where you only can find them.

You would have to cancel a Primary Password prompt to logout and re-lock the logins shown on the about:logins page before you put the computer to sleep. If you leave the Password Manager enabled ("Ask to save logins and passwords for websites" has tick) then Firefox will prompt you for the PP when it needs to access the logins (i.e. you are on a webpage for which you have saved a login). If you disable the Password Manager (i.e. no tick on "Ask to save logins and passwords for websites") then you can use "Use Saved Login/Password" in the right-click context menu of the username and password field provided that you have unlocked the logins by entering the PP (i.e. open about:logins once).

You can login or logout or change the PP in the Security Device Manager.

    Security -> Certificates -> Security Devices

In the left panel select "Software Security Device". You can find "Log In" and "Log Out" and "Change Password" in the very right panel. You may have to Zoom out the page or go full screen to make this right panel visible.
