Windows XP-SP3, I have uninstalled and re-installed Mozilla several times, and restarted PC. I deleted all Mozilla folders under both Programs, and every User application data folder after each uninstall. Safe mode "firefox.exe -p" also get the same xul error. Mozilla is not seen running in the task manager with show process for all users checked. I also tried system restore, but no success. I have tried to install the full version (not the stub) and still no success. %APPDATA%\Mozilla\Firefox\Profiles\ shows no profile folder after uninstall. IE explorer 8, Google chrome, and Opera browsers work fine. Malwarebytes found no problems.

Which Firefox locale are you using?
Do you also get this error if you install the en-US Firefox version?

I am using the English (US) Version 27.0 which I had downloaded from the same site you posted, and this is the version which gets the error.
Did you do a clean (re)install and deleted the Firefox program folder?
Issues with an entity in one of the built-in files are usually caused by either corrupted files or an issue with the locale.

How are you starting Firefox?
You can check the target line in the Firefox desktop shortcut (right-click: Properties) to make sure that nothing is appended after the path to the Firefox program.
You can delete a possible user.js file and numbered prefs-##.js files and rename (or delete) the prefs.js file to reset all prefs to the default value including prefs set via user.js and prefs that are no longer supported in the current Firefox release.

Yes I did do a clean re-install multiple times. I also set folder options to view hidden files, and to view protected operating system files. After the un-install, I would do an advanced search for folders and files containing “Mozilla” – then delete all objects. I did the same search for “Firefox.” Then I would do an install of the full version ( not the stub), but no success.
Today I noticed the Mozilla website now has English (US) version 27.01.1 and I downloaded this version after another round of un-install everything, and the install is working at the moment. Previously I was using the English (US) version 27.0 downloaded from the website. All I can say is I did not give up, and tried multiple times to restore Mozilla. Perhaps the 27.01.1 version contains the fix, or I finally deleted every related Mozilla object during the un-installs. I am glad to have Mozilla browser back. 27.01.1 version is at https://www.mozilla.org/en-US/firefox/all/
