I have latest versions on my office computer (running XP, believe it or not, but I have no control there), Surface Pro (Win 8.1), and Android device. I have turned on sync on all three. Can I now remove XMARKS for syncing my bookmarks?

You should stop using Xmarks if you're using Sync. We have had dozens of reports of Xmarks screwing up the users bookmarks when the user was also using Sync.

Thank you. I figured as much. I disabled it. It was giving me headaches on my Surface anyway. Thanks again.
