I believe the setting that Fred mentioned is this one: toolkit.zoomManager.zoomValues

The default values for that pref are: .3,.5,.67,.8,.9,1,1.1,1.2,1.33,1.5,1.7,2,2.4,3

The advanced prefs such as that can be accesses via about:config = typed in the URL bar. Right-click and select Modify to modify that preference. Not sure if it will accept 1.04 or not. Try it and see if it works.

Your zoom controls.

<Control> + (plus) enlarge <Control> - (minus) reduce <Control> 0 (zero) restore

NoSquint {web link} NoSquint allows you to adjust the text-only and full-page (both text and images) zoom levels as well as color settings both globally (for all sites) and per site.
