I installed Ver 45, TB receives email but does not send. No other changes. I tried using an alternate SMTP server that worked previously, TB still does not send or forward emails. Anyone else seeing this issue?

There are lots of problems being reported at present -- including the inability to forward emails -- because of outdated add-ons. Please close and restart Thunderbird in safe mode and see if it works then.
I have this problem. Go to Help - Restart with add-ons disabled - etc. and then emails will send.
Wondering when/if there might be a fix for this problem as it's very inconvenient having to restart in safe mode every time.

Sure there is a fix. Upgrade or uninstall the old add on that you have installed that is keeping you from sending. Starting Thunderbird in safe mode runs it in default mode without any add ons you installed. If it works in safe mode it is something that you added that breaks the process. You can enable add ons one at a time to find the troublemaker.
I had two add-ons installed - Lightning and Profile Password. Have removed Lightning and still have problem. It must be Profile Password 0.7.17 installed 29.08.11. Have tried to update it but there are no updates it says. I really do want a password on my profile as other people have access to my computer. Is there another add-on I can use to put a password on my profile?????????
Just saw this thread. If you are using the Check and Send add-on, it is probably causing your outgoing mail problem. It is incompatible with TB Ver 45.1.0. Try disabling it and see if that works.
Happily, there is a work-around that was first posted by Mark Smith on April 27, 2015 (Thanks again, Mark!):
This worked for me: In Thunderbird, I went to Tools/Options/Advanced/Config Editor. In the Config Editor, I changed the setting for "dom.compartment_per_addon" to "false", instead of the default "true". Voila. I can now send mail while still using Check and Send.
I have sent an email to the add-on author, H.Ogi, about this. But I'm not sure she/he is still active. Their blog on their page has not been updated since 2013.
Oh thank you very much DCR1. I wasn't aware I was using the Check and Send add-on but nevertheless following above instructions has fixed my problem. I can continue to use a password for my profile and also send/ reply to emails now without restarting in safe mode.
