Not Prompted to Enter Master Password

I recently set my master password in Firefox 3.6.10, but every time I open Firefox I'm not prompted to enter my master password.

What could be the reason I have not been asked to enter my master password when starting a new browsing session?

I currently have no passwords saved, could that have something to do with not being prompted for a Master Password? Or should the Master Password prompt appear no matter what?

Once per session, when a password is first needed - if you don't have any passwords saved you're probably not going to be asked for the Master Password.
