It asks me whether I want to save the tabs and I just hit "quit." But all the tabs come back up the next time. I've done this:

All my old tabs come up every time I open a new session. I sometimes have a half-dozen or more tabs open at once and I have to close each one individually. It's a pain.

Set Firefox to open with a blank page or with a homepage or set of homepages.

I had done this before and it didn't seem to make any difference. But rather than pasting in the homepage URL, I went to the homepage and then did this, hitting "Use current page." That seems to have fixed it.

Glad it worked.

Pasting in a URL would not have worked if you still had firefox set to open previous tabs or a blank page. There was also the possibility you had corrupt files and the changes were not being saved or you could have had conflicting software. So other articles that could be relevant to others would be:
