When the scroll wheel on the mouse is pressed the scrolling symbol should appear and allow smooth scrolling through web pages. It always worked in previous releases, still works in IE, my e-mail client,etc.

Make sure "Use autoscrolling" is checked in Tools->Options->Advanced->General
