Can the location of the Tabs Toolbar be changed so that it is below the Bookmarks Toolbar and immediately above the actual webpages?
My Tabs Toolbar is immediately below the Menu Bar. The Address Toolbar is immediately below the Tabs Toolbar, and the Bookmarks Toolbar is below the Address Bar. It makes more sense (to me) to have the Tabs Toolbar below the Address Bar and the Bookmarks Toolbar above the Address Bar. Can this be done?

Hmmm, that doesn't address moving the Bookmarks Toolbar above the Navigation Toolbar. I don't recall ever seeing a setting for that, but with add-ons, may things are possible that don't have a built-in setting.
You probably need to create your own toolbar(s) and drag items that appear now on the Navigation Toolbar to that new toolbar and hide the current Navigation Toolbar to achieve this.
Note that this can interfere with icons that are placed by default on the Navigation Toolbar by extensions or Firefox internal code, so keep an eye on that toolbar if icons are missing.
Also note that future Firefox versions will no longer allow you to move the tab bar to the bottom of the navigation toolbox (Bug 755593 - Remove tabs-on-bottom mode).
jscher2000 had the solution with his suggestion of 10-8-13 @ 5:39. The change to the about:config line moved the tabs to their proper (my opinion) place immediately above the web pages.

Thanks to the moderator also for the suggested change but I didn't have the patience to make my own toolbars and hide the pre-made toolbars. There may have been a little skill-challenged behavior in there as well.
