If you are in private browsing, the program will not save anything.

Type about:preferences<Enter> in the address bar.

Select Security. Under Passwords, select Remember. To check the passwords you have listed, press Saved Passwords.

When you're in a Private Browsing window, new Passwords can't be saved.

In Privacy > History -> Use custom settings ... - do you have Always use Private Browsing mode enabled?

Also, did you enable the e10s feature? If so, that might be causing that issue. Try disabling it in Options > General.
