On Android, Firefox "Last Sync: Never" remains after clicking it.

I have already re-installed four times, twice with Google Play Store via Android, once with phone link sent from Firefox, and once from Google Play Store via Web - none of it worked. I even re-installed Firefox for Windows from 64bit to 32bit. From Firefox Accounts on Windows, under Devices & apps, Firefox for Android is "not connected". Under Sync in Android, it says "Sync:Enabled - Last Synced: never". I have already gone under Setting>Accounts>Firefox within the OS itself and although it says it sync, it did not. I have already tried disconnecting from within the Sync menu.

No master password is set, both are on the latest update, bookmarks are under 5000. I am running Android O Beta 3 (Google Pixel XL) if anyone thinks that's the issue (I'm starting to believe it is).
