Forgot to mention was able to recover places.sqlite-shm dont know if that will help.

The places.sqlite-shm and places.sqlite-wal files are temporary SQLite files and are of no use. Only having the real places.sqlite file would help.

You can try to search for an automatically created compressed .jsonlz4 backup as saved in the bookmarkbackups folder (the file starts with mozLz4 as you can see when you use a hex viewing utility).

The name of an automatically created JSON bookmarks backup in the bookmarkbackups folder includes a total item count (folders and separators included) and an hash value to prevent saving the same backup more than once.

  • bookmarks-YYYY-MM-DD_<item count>_<hash>.jsonlz4.

The problem is that my computer didn't have enough time to create an automatic backup. I had added a collection of new bookmarks and 15 min I accidentally deleted the folder they where in. Also where can I find a hex viewing utility?

Still didn't help. Considering I deleted and restarted the computer not 5 min after adding the bookmarks i don't think there was time for the computer to make a backup. At this point i'm just going to write it off as a lost cause.
