Reinstall Thunderbird
I want to reinstall thunderbird, can I download it again, and just install it over the installed version I have and if so will it save all my account settings? Or do I have uninstall it and lose all my settings and set up my IMAP account again and all of my thunderbird settings?

you can uninstall the application or not. It makes no difference to the fact all settings and data are stored in your profile and the uninstaller does not touch these things.

This answer only partly answers the question. OK, so I don't have to uninstall.... How do I actually "re-install" T-bird? Just pretend that I'm a new user?
Now want to know how to reinstall. First you get a browser that does not make surfing the web and downloading files difficult. Edge is not that.

Both are better browsers. You might have missed the news, Microsoft have given up writing their own browser and are going to wrap chrome to make edge in future. So there will only be two browsers really. Google Chrome and Mozilla Firefox. Everything else will be one or the other rendering engine rebadged.
First you go to the site thunderbird.net and click on the big green button that says "free Download" Then a bar comes across the bottom of your chrome browser as the file is downloaded. When the download is complete you click on the file name and a dialog opens and you click Run. After that follow the prompts.
Edge will produce a funny looking little dialog that asks you what to do with the file (it sort of hides in the body of the page and is hard so see) you click run
Firefox will open a dialog offering to save the downloaded file (your anti virus might like a chance to make sure downloads are not infected before you try and execute them) Once it is downloaded you open the download manager and run your downloaded file.
It was helpful I will not uninstall just override but I am using windows 7 pro and IE11 is that ok to reinstall with
