I have all but given up to try to solve my Thunderbird email sending issue. It will receive but not send messages. I have gone over the setting/ ports several times and cannot see what could be the problem.

What version of TB are you using? What error messages are you getting? Is this a new install or has this happened after some time using it?

Version 128.6.0 esr ( 64 bit). User for 2 years plus, just started to have send issues. Windows 10

Error message: 1. it wants me to reapply my password with every send message. 2. 'connection to outgoing server ( smpt timed out'

Have you checked your SMTP Settings? Hamburger (top right)/Account Settings/Outgoing Server (SMTP) (left)

I've had server timeouts in the past and they've always been the problem of the server not responding, nothing to do with my email client.
