How do I move tool bars to re-arrange the order or combine as you can do in IE?

In IE you can "unlock" tool bars and them move up or down or in some cases combine if only a few icons on each tool bar. I would like to be able to do this in FireFox, but cannot find a way. I know how to add or delete icons on a given tool bar, but I can't move the entire bar around.

You can only move toolbars. Combining elements from several toolbars to one toolbar only works if all toolbars support that feature and most toolbars won't allow that.
