I've customized some tab groups. Then I close the FireFox (FF) in this way: Button FF in the upper left corner - > Exit. Then I open the FireFox - and I can see all my customized tab groups. So, the problem is... When I reboot my computer and then open the FireFox, all my tabs which were in tab groups are shown only in one window! So that I see only one tab group, where there are all tabs, which were in those groups.

Which security software (firewall, anti-virus) do you have?

Some security software has virtualization or sandbox features that may cause problems by protecting and restoring files in the Firefox profile folder.

App (pinned) tabs and Tab Groups (Panorama) are stored as part of the session data in the sessionstore.js file in the Firefox profile folder.

Make sure that you do not use "Clear Recent History" to clear the "Browsing History" when Firefox is closed because that prevails and prevents Firefox from opening tabs from the previous session.
