My problem is the following - whenever a program tries to load .htm content, whether it's Catalyst Control Center or Avira, Firefox will open the "Open, Save, Cancel" dialogue instead of letting the program display the file.

Hi Cricket_B, Thank you for your question, please check the application settings in you Options menu to see if there is a remembered preference for these types of files: htm

It may also be the header, compare the Web console of the page with this one in the bug: https://bugzilla.mozilla.org/show_bug.cgi?id=271846

It is marked as invalid because of the headers from the server. I hope this helps.
