On your Win 7 PC, click the Start button and type contacts in the search box, then open the result (Contacts). Next, click the Import button, select Windows Address Book file (.wab) and select your OE file. Then, click the Export button and select csv.

This csv file can be imported to TB from Tools/Import...Address Books...Text file...Files of type: comma separated, but you may find it works better if you first edit the csv in a spreadsheet or csv editor to make the input fields compatible with the TB format:
