After reinstalling Windows on my desktop I realized that my Sync account had my desktop registered twice as separate computers. I went through the recommended process to change my password in order to reset the synced devices, but that did not help it only worsened the issue. After resetting my password, all my devices are now in duplicate in the list of devices. This is quite frustrating and really inhibits my ability to use Firefox quick and effectively.

Unused devices should be removed automatically, but this can take some time (possibly a week or more). If you want to speed up this process then you can try to reset the Sync account by changing the password, but that requires to disconnect and reconnect all devices. Changing the password will reset all data stored on the Sync server.

That's what I just did. It did not force my two Android devices to request an updated password, nor did if fix the problem. I guess I'll just have to wait and see, but my Nexus 9 is listed a total of three times because I had to do a factory reset 3 weeks ago.
