Previously I have only had to enter the master password when I open a site for which I have saved a password. But with Windows 10, I have to enter the master password every time I open FF. If I open FF and click on a password protected site I am asked to enter the master password twice.

Are you using Sync?

Current Sync versions store the password in the Password Manager and removing all password on shutdown would remove this password and you wouldn't be able to reconnect to Sync on the next start.
