Usually that means:

When you install an extension, it lists various permissions that the extension requires. When an extension is updated, it sometimes requests additional permissions, either to add new features or to work on more sites. Sometimes there are comments on this on the extension's page on the Add-ons site, either in the main description or in the version release notes.
