I solved my problem by downgrading windows from 1709 to 1703.Stuttering was on twitch.tv I was using latest drivers and latest flash player and fresh firefox install. It looks strange what only firefox was effected by windows fall update...

No two issues are the same related there are many configurations and settings that also play into online streaming that can look the same but origin of problems aren't.

In this case, going to a previous version of the OS is not the answer.

I found on YouTube, that it defaults to playing video in HD . . . Simply lower the video quality to 360p, and no stuttering . . . settings are in the lower right of the video.

Netflix quality is always pretty good, because they have many servers, but you can adjust it there also, using Ctrl+Alt+Shift+S

Yes u can try to turn off your pc too for no stuttering.

LOL . . . try it . . . you get things to work by adjusting the settings . . . it requires new thinking, so is somewhat uncomfortable - that is what you are experiencing

I think u are novice to pc at all.Its 2018, every 4 years kid knows how to adjust settings.Don't waist more time here and go to do what u are good at ...
