When I install as admin, I can't access add-ons as user

I have to install Firefox as admin on Windows7. When I start it as a user the add-ons aren't available to me. How can I make firebug and the web developer toolbar available to a non-admin user on the pc?

Install those extensions in the non-admin user accounts, too. Extensions are installed to the Firefox Profile, not "globally" unless you install them manually by Command Line.
