Another symptom is the program does not show up in my recently used programs list nor is it in the task list once I've closed it, though Windows will not open it because it thinks it's still running.

I am also using Windows Vista 64 bit and have the same problem..what i do is instead of rebooting the computer press CTRL ALT and DELETE key. start the task manager and go to the Process tab and look for firefox .exe click on it and hit the end process tab. close that window and firefox should run... and this problem started when i upgraded to firefox 3.6.12 If anyone has a permanent solution please post.
