I am unable to enable cookies using your directions. I follow the directions and when I click ok, it doesn't save the changes to enable cookies.

I go to tools and try to "use custom settings for history." Then I enable cookies until they expire. Then I click "ok" to save. When I reopen tools to see if the changes were saved, it is back to the default "remember history."

The cookie setting "Keep until": "they expire" is the default.

If all the settings are the default then "Use custom settings for history" won't stay selected, but will revert to (Never) Remember history.
If you choose ""Use custom settings..." then you can inspect the settings, but no changes are made.
If you select Remember history or Never remember history then you reset some settings.
