I would like to test the 4.0 beta version , but wanted to be sure that my 3.6 wasn't just over written or "updated". Can I keep both versions installed at the same time on the same system?

Yes. But I recommend that you use two different profiles, one for each version.

If you want to use both versions at the same time, you need to add -no-remote at the end of each shortcut target. For instance:

"C:\Program Files (x86)\Mozilla Firefox 4.0 Beta 7\firefox.exe" -no-remote
