Menu bar has no writing, but "boxes" are there if you click in the right area

The Menu bar, directly under the title page bar the says Mozilla Firefox, is blank. It is missing the words File, Edit, View, History, Bookmarks, Tools and Help. If I put my cursor in the area where History (example) is supposed to be, I get the drop down menu for History. But the word History still does not appear. If I go to the end of that line and do a right click, the drop down menu has Navigation Toolbar and so on, but Menu bar is missing from the list. I've reinstalled Firefox twice and still no "filled in" Menu Bar.

Do you have that problem when running in the Firefox SafeMode?

Don't select anything right now, just use "Continue in SafeMode."
