It was easy to unable it on the previous version but how can I unable it with version 4. Meaning that even though they try to open private browsing it wont work.

Firefox has no way of disabling the private browsing function all together. You can make the private browsing button disappear from the menu if you wanted to. How ever this would not disable the keyboard shortcut for accessing private browsing. If you really want to track all the web pages accessed you may want to use some software to do so.
