It seems to make no difference whether or not Safari is actually running.

The option to import can be disabled if you are in private browsing mode. To stop Firefox opening in private browsing mode do this:

  1. Open the Firefox Preferences window and go to the Privacy panel
  2. Change the setting "Firefox will" to "Remember history", alternatively if you set it to "Use custom settings for history", de-select the setting "Permanent Private Browsing mode"
