This is not a Firefox related issue or Firefox setting etc. This is a windows or OS setting, I provided the link below on how to change this in Windows Vista.

I would assume that you see the image of the first file in that folder, so try to open the Pictures folder in Windows Explorer and drag the file that you want to show up to the first position in that window.
