Window moves with scroll?

I recently got a new computer running windows 8 and I downloaded FF 32.0.2 and if I open a page with a scroll bar but it's at the top of the scroll bar the window itself will move down if I try to scroll up, and same with the bottom if I go to the end of a page and scroll down the window itself will move up. I've tried searching for any combination of descriptions for this behavior and can find nothing. Any troubleshooting I would be able to do or setting I can change to make this stop?

Hello,

The Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information. Note: This will cause you to lose any Extensions, Open websites, and some Preferences.

To Reset Firefox do the following:

Go to Firefox > Help > Troubleshooting Information. Click the "Reset Firefox" button. Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish. Firefox will open with all factory defaults applied. Further information can be found in the Reset Firefox – easily fix most problems article.

Using a mouse? With default Windows mouse drivers? Or laptop scroll pad? Or is that a touch screen scroll situation?

i experience it with both touchpad two fingered scrolling and with the touch screen scrolling, though sometimes putting my computer to sleep and ending the process (since it stops responding after i wake my computer--another separate issue) will fix it upon reopening FF. not sure if this is a firefox only problem, but i have not experienced this exact issue with either chrome or IE. possibly just my computer? but i'd need to know how to troubleshoot to know for certain.

The issue could be with the mouse / pad program.
