How can I insert a PDF and keep links active?

I want a PDF to open in the body of the email, when a client receives the email. Further, I want the links to be active. I don't see any options for inserting a PDF. Any help will be appreciated.

I just received a PDF and all of the links are active. I would like to do the same

You attach pdfs to email. I have never met a pdf reader that works inside a mail client.

Links, inactive or not, are a separate problem. Under what circumstances do they not work for you?
