You can download a newer version of the Microsoft .NET Framework from here: https://www.microsoft.com/en-us/download/details.aspx?id=40773 or here: https://msdn.microsoft.com/en-us/vstudio/aa496123.aspx

As far as updating .NET Framework, see Microsoft support for help with that.
