What are you using as theme? The default theme in win 7, Tbird 38.3.0, looks like this

That's what it looked like in Win 7, but it changed when I upgraded to Win 10. I am currently using Tbird 38.3.0. Unlike your sample, my white File |Edit | View | Go | Message | Events and Tasks | Tools | Help text is BELOW the tab and not above it. Not sure why; don't really care. How do I change the theme back to the default?

The default theme didn't fix it. I had to find a theme with a dark background, like Earth-Moon.
