We upgraded a computer from Ubuntu 16.04 to 18.04 via the old nuke and pave method. We moved the old .mozilla folder over from the previous install and when we go to launch firefox, it tells us that firefox is already running even after a fresh restart.

You can try to remove the hidden .parentlock file in that profile. If that still doesn't work then create a new profile and only copy data files you need.
