I can't send emails on my Windows10 computer. I called the service provider and all the server settings are correct. The password has been verified. The service provider tested my account on a test device and it worked. I don't get an error message - just the blue progress bar that says that the message is being sent. I can receive emails. The support person for my service provider says that there is something wrong with my computer that it won't connect for outgoing messages, but he doesn't know what else to do. If necessary, I am willing to backup and restore my emails after deleting and reinstalling Thunderbird, but I am reluctant to do that.

Do you have an anti virus scanning outgoing messages? Try disabling that.

I don't know. But outgoing email worked until yesterday and I haven't made any changes to my computer (including no changes to virus protection) for much longer than one day.

eset phones home and updates multiple time daily. You might not have changed anything, but Thunderbird did not install an update on your system last night, so lets be a little open minded about what might be the cause. It is unlikely to be Thunderbird. You claim you have rules out the provider, so the next most liekly place to look is the anti virus.
