For most e-providers, you start by beginning to write a response. Then you select to add files. This option may have different names on different providers.
If you need more help, check with your provider.
If you load a PDF file in a Firefox tab and fill this form and save the filled PDF file then Firefox should save the file with the filled data. Then you can attach the saved filled PDF file.
