The server may be unavailable or is refusing connections. Please verify that your outgoing server SMTP setttings are correct." WHERE DO I LOOK TO FIND THESE SETTINGS///

in account settings pane, scroll down left side that lists account name, server settings, copies&folders, etc. The bottom entry after all accounts is Outgoing Servers (SMTP). Click that to edit or view the settings
